Horizon Europe

Horizon Europe

The EU’s main research and innovation programme: collaborative projects across climate, health, digital, industry, and more.

Who it's for
Startups that can join or lead consortia with universities, RTOs, and industry partners from several countries.
Typical ticket
Often €1–10M+ per project (shared across partners)
Application shape
Almost always a multi-country consortium. Solo applications are the exception, not the rule.
Co-funding
RIA/CSA often up to 100% of eligible costs; IA typically ~70% for for-profits. Grants reimburse after spend, so plan cashflow.
Timeline
Topic open windows vary. From consortium build to submission can take 2–6+ months; evaluation often takes several more.

Overview

Horizon Europe is the EU’s core R&I framework. Most open topics are collaborative Research and Innovation Actions (RIA), Innovation Actions (IA), or Coordination and Support Actions (CSA). They fund multi-partner projects, not a single startup writing a short pitch.

Startups can win real money here as partner or coordinator, but the bid cost is high: partners in several countries, a full proposal, and often years of reporting. Use Grantopic’s fit bands as a filter, then verify the topic text on the Funding & Tenders Portal before you invest weeks in a consortium.

Instruments inside this programme

Same family, different application shapes. Pick the lane that matches your stage.

Research and Innovation Actions (RIA)

Research-heavy collaborative projects. Strong science partners; SMEs often join as technology or exploitation partners.

  • Consortium · typically 100% eligible costs

Innovation Actions (IA)

Closer to demonstration and deployment. For-profits usually co-fund (~70%).

  • Consortium · co-funding common

Coordination and Support Actions (CSA)

Networking, roadmaps, and support structures: less product R&D, more ecosystem work.

  • Consortium

EIC & missions (inside Horizon)

Some of the best-known SME instruments (EIC) sit inside the Horizon framework but follow their own rules.

  • See the EIC guide

Fit check

Use this before you spend weeks on a proposal.

Good fit when

  • You already have (or can get) partners in other EU / associated countries
  • Your work maps cleanly to a published topic’s expected outcomes
  • You can dedicate proposal capacity for months, not days
  • You want larger project budgets and are fine sharing them

Usually a poor fit when

  • Solo founders wanting a fast €50–200k cheque
  • Topics where you cannot show contribution to the written outcomes
  • Teams unwilling to coordinate multi-partner admin and reporting
  • Ideas that only fit national programmes outside the EU framework

Rules founders forget

  1. 01Most topics need partners from different EU / associated countries.
  2. 02SMEs can participate as partners or coordinators depending on the topic.
  3. 03Co-funding and reporting obligations vary by action type (RIA vs IA vs CSA).
  4. 04Published “topic budgets” are envelopes, not your personal cheque size.
  5. 05Always read eligibility and evaluation criteria in the official call text.

How to approach it

A practical sequence, not a guarantee of award.

  1. 1Shortlist topics after you start a trial (or on the portal), then open the official topic page.
  2. 2Map your role: coordinator, tech partner, end-user, or exploitation lead.
  3. 3Assemble a consortium that covers countries, disciplines, and impact.
  4. 4Write to the topic’s expected outcomes, not a generic pitch deck.
  5. 5Submit via the Funding & Tenders Portal before the cut-off.

National angle

How national agencies and co-funding usually interact with this EU programme.

Entities in EU Member States and many associated countries are in scope. Founders often enter Horizon as partners first (lower coordination burden) while using cascade calls or national programmes for faster capital. National Contact Points (NCPs) can help interpret topics.
